Someone already mentioned but essentially future Rogue and future Lucy come from two different future timelines. Future Lucy comes from a future where she never closed the portal because she simply didn't know about the "2nd function" of it (the canon version). That is why future Lucy said that she never did it and would never do it because in her future she never did. In fact, no one ever closed the portal so those 10,000 dragons did in fact destroy everything. However, future Rogue comes from a future where Lucy did close it, and that, according to him, resulted in those 10,000 dragons destroying everything. The problem is who we believe...
