If I remember correctly some of the voices were the real celebs some were not. Without looking stuff up I will say the lead singer of Primus was most likely real as he does the opening song, so it'd be weird if he didn't voice himself.

Not only were they voiced by the real artists, they actually did make an album back then called "Chef Aid" with a bunch of original songs by these artists. https://en.wikipedia.org/wiki/Chef_Aid:_The_South_Park_Album
