When Billy and Pete are arguing about whether the shrinking to go inside a body is cliche or classic, Billy finally says "Whatever, I was talking about Fantastic Voyage", which is another movie with that premise. Villains under contract with the guild can't strike...that's breech of contract. Henchmen, however, aren't directly under any contractual obligation (they aren't guild members), and only have to obey guild bylaws as directed by their villain boss who is beholden to guild bylaws. So The Monarch's henchmen weren't on strike against the guild, but on strike against The Monarch. And since that means that they aren't working for The Monarch, then they are in no way affiliated with the guild.

Well, the Monarch doesn't have his "Butter-Glider" anymore, it broke at the end when the giant Rusty pulled it out of the sky.
