I think the story of why Brock is pretty absent at this point is that Patrick Warburton got busy with other projects and was less available...but he'll definitely be coming back full force. Until then, I think you'll warm up to Sgt Hatred. He actually becomes a pretty sympathetic character. And it's pretty funny that you said an "Exploding Rusty" should be a sex act.

For what it's worth Dermott claimed to be Brock's long lost son to Henchman 24 when they met last season.

One thing I think you might've failed to realize, is that since all the clones were destroyed in their front lawn, if the boys die now...they're just dead. Based on the cloning rules in the VB universe, a clone has to grow in real-time. So, yes, technically, Rusty could get some DNA from the boys and make little Hank and Dean fetus copies, he can't make them as teenagers. And it would be super screwed up to have the mind of a teenager in an infant. This is covered when 21 was trying to get Rusty to clone 24 and said he would raise him as his own child.
