He explains it at the beginning - his power went out and he lost the footage of the first half.

The intro says: into every generation a slayer is born, one girl in all the world.... So there’s supposed to be only one slayer in the whole world.

Nothing makes sense anymore. Cordy is hanging out with Buffy and her unpopular friends, Giles has a menacing dark side, and now a new girl shows up claiming to be the Slayer when everyone knows there can be only “one girl in all the world, a chosen one.” My favorite scene in this and every episode when it happens was Angel shouting Buffy’s name when he saw that she was in danger. I just get a kick out of that. Every time.

This episode typicall causes some confusion. It is important to know that there is only 1 slayer at a time. There is a girl, in all the world, who is the Slayer, just one. When she dies, the next one is called. That's the whole basis of the mythology. As someone pointed out in another comment the intro says: "into every generation a slayer is born, one girl in all the world" so it is explained at the beginning of every episode. That's why what the girl here says at the end is a WTF moment.
