the Torchwood team is just like a chosen family: sometimes they get along well, sometimes they fight, but at the end of the day they all love each other and that's the most important thing. and yes I said "chosen" family for a reason because they do all kinda bang each other lol that last scene in particular always made me tear up because it made me realize how much Owen really looked up to Jack and how much Jack really cared about Owen. you can tell that he really seeks his approval above all else. as for Billis, I think his work was done so he was no longer needed. he had served his purpose: bringing about Abbadon. and as for the people who were killed by Abbadon, I would say that the Torchwood team did the clean-up for that as they do for all the deaths that happen from the rift. great reaction as always. can't wait for your season 2 reactions!
