Remember that Mob being 67% doesn't mean a particular emotion. It's just the build up of every repressed emotion since the last explosion.

correct me if im wrong but the part in s1 where reigen dresses up as a girl might have been anime filler. That whole half of the episode is just the anime studio wanting to fill up the episode so they didnt have to slow down the pacing of the entire season too much. But it was their bad attempt at comedy, so the manga creator didnt make reigen do that so its not canon.

That part was in the manga and it actually takes part just before this episode that they watched but got moved forward to the first season because it fit the theme of that episode.
