So bane was first introduced in batman: vengeance of bane #1 released in January of 1993, meaning Harleys is actually a few months older than bane as a character. this episode came out in September of 1994, so only a year and a half after bane was ever first introduced so a decent amounts of his now established lore didnt exist. bane being dumb in some versions comes from 2 things, in the comics his addiction to venom sometimes reduces his intellect, and also the 90s live action movie batman and robin, basically made him just a mindless brute for no reason, so some versions refrence that
