I totally agree with you, the writing in this episode is really strong. But what really helped it hit, was the direction, the mood setting things. The way they use the music, the lights, the atmosphere. You just feel it, stronger and stronger, that something bad is happening, you feel off balance, and you don't know, where the strike will come from. And, in the end, the momentary flashes with the abduction things, going white... just so powerful. And yes, West Wing Season 4 ran at the same time as 24, Season 2. So, a bit of inspiration, for sure...
