On an emotional level I agree but to use what you said in another episode all it takes for evil to provail is for good people to do nothing and he was probably doing it because he had kids do you want to risk your kids growing up in a world being shaped by someone like kira and yes people with young kids are often put on dangerous task's it's why you get payed what you do it's also why there is cover incase the worst happens it's unfortunate but it is what it is
