The demon king and the dukes of hell are two different factions if i understand correctly. But they may sometimes work together i think.

Yeah, as far as I can recall from the web novel Hell is a separate dimension with demon types who oppose the gods/goddesses who are in their own dimension. Meanwhile the demon king and his army is just a coalition of non-human monsters on the physical konosuba world and most of them are mortals. The demon king recruited Vanir since he is also a non-human and vanir just found it amusing to go along with, but he only committed his Vanir #1 mask/body to the cause while his true body stays in Hell. Thats why after being destroyed in s2 and coming back as Vanir #2 he no longer has any ties to the king and ends up sticking with Wiz because his future sight sees kazuma as the easiest route to getting funds for his own dungeon fantasy.
