Most mythologies have vampires not needing invitations to enter public places, but apparently this isn't one of them. The Buffy the Vampire Slayer movie which is what the series is based off of was the same way, vampires needed invitations to enter any building, public or private. As you know, they changed that for the series. Bats are more common than you might think in Staten Island although I have no idea how often they show up in people's houses.
