I recently rented a Toyota Corolla from Budget rental car because my vehicle was in the shop. Because of this I had my ODB2 reader with me when I picked up my rental. The strange part is is when I plugged it in and tried to scan the vehicle all I ended up getting was repeated loss of communication errors when it tried to read different parts of the vehicle systems. I don’t know if this was because the vehicle was so new that my scanner didn’t know what to do, or if the rental car company does something to block access.

They make odb2 isolators where you can replace the standard port with a port that requires a NFC key to be in proximity in order to allow communications. It’s possible they may have installed them on the rental fleet of vehicles to help prevent unwanted access to the diagnostics. I have recommended this to companies for fleet vehicles in the past as part of an assessment.

They are fairly popular in the UK along with ODB covers with locks etc due to the major increase in auto theft.
