I don't know if you know but the Deacon talking to Cutty is the real life Avon Barksdale his name is Melvin Williams. He was a big time heroin kingpin back in the 80s. There are some good documentaries on him.

I love that scene between Stringer and Marlo. Stringer's got his head so far up his own ass while giving advice that he doesn't even seem to notice the fact that Marlo is sizing him up and sensing weakness. Stringer probably walked out of that meeting while thinking "yeah, I owned that shit". Meanwhile, Marlo immediately tells his man to "tool up" lol

"Tool up" means to get your guns ready for war. Not sure if you notice but the girl McNulty slept with is the same one who is friends with Carcetti that he talked to at the bar.

I.I.D. means Internal Investigation Division, a branch of police that investigate possible instances of incidents, professional or criminal misconduct by other cops. For instance, Prez would have had to deal with them in Season 1 when he pistol-whipped the kid who lost an eye. So what Colvin was saying was that McNulty got into a lot of troubles early on while on the job. Also, when you mentioned how the cops didn't communicate well within their various departments, jump back to that imagery that was shown in an early Ep of Season 1, when you have 4 cops, two on each side, pushing against a big desk stuck in a doorway, and both sides are pushing against each other because they haven't made clear what the intent was.

Melvin was also one of the names that Stringer dropped to Marlo when he was talking about the old time players, so clearly a reference to that man in question as well.
