Robert Colesberry was one of the creators of The Wire, and had also directed the S2 finale. He passed away before S3 began filming, from complication following cardiac surgery. In the show, he also played a minor role as Ray Cole, one of the homicide detectives. He briefly appears in about 8 episodes in S1, and four episodes in S2. In the beginning of S2, he's the one who was initially given the case of the 14 dead women, before Bunk and Freamon were later assigned to it instead. So, the show producers decided to give him one last farewell and included his death into this episode, even if it doesn't progress the story much at all.
