In anime if theres few slow episodes with not much action it usually means they saving the budget for the next episodes

To be fair AoT is one of the few shows with almost no actual filler. There are slow episodes but they're always important. Either plot things get explained or you get character development. Sometimes they also serve as breathers cause even if they had the budget back to back action arcs would generate some fatigue.

The titan did murder two scouts when it first showed up but they were minor characters so they don't count :)

Also AoT isn't great because of it's action, that's completely secondary imo. The main reason why it's so good is it's plot, characters and the mystery. There are enough trashy action shounen animes that scratch that nonstop action itch for people that are drawn to that - sadly those are also the anime that most people outside of the community think of when they hear "anime", some goofy high school xmen comedy action clown fest without any plot besides beat new bad guy every week.

It's not budget saving in AOT it's building up the story and only thing you are correct is that story building is cheaper compared to full on action scenes as it's less work to just have VA's talking and small amount of animation.
