Bad news travels fast. I think it was in the Hitchhiker's Guide to the Galaxy that they invented a FTL ship with a bad news based stardrive:  Problem was, they were unwelcome wherever they went.

The problem is, when Herman goes underground, how does he make sure the enemy knows he isn't with his people, and that bombing them will do no good and will do great harm? Going underground and being public about it is tricky to do....

Herman got some good military sense himself, so he probably has a fare idea of the tactics the "meatheads" in charge are most likely to follow. And when you know the moves your enemy "instinctively" make, you can turn it to your advantage. All it takes is a clear head, the right resources, and the right people to make it all happen.
