Back in Arlong Park, they told us about the concept of the Shichibukai, or Seven Warlords, is that the World Government cancelled the bounties of 7 powerful pirates on the condition that they work with the world government to suppress other pirates and work for them in various ways. Other pirates view them as "Government Dogs". In exchange for being an extension of the World Government and the Marines, they get a certain amount of leniency regarding what they do on their own.
