Yep, Calm Belt, Sea Kings all canon. It's Mixed Filler/Canon. The girl and her story arc is filler though. It's fine. The next canon info is the last half of episode 61.

Yeah One Piece filler is usually pretty decent... typically the writers manage to at least capture the character dynamics and tone pretty well. That being said, there are still worse ones (Ocean's Dream) and better ones (G8 is a fan favorite). But no, the Millennium Dragons, all the new characters, and the devil fruits are all made up entirely for this arc. It's actually not that big a deal given how large the world of One Piece is. That will become more clear once you get to the Grand Line ; )
