I guess the one frustration I have with Brotherhood vs the older show is that they don't make it as clear that Hughes is an intelligence officer and that he USES his affable personality as a cover. So when it feels like he swings in personality or tone from conversation to conversation it is intentional, both from a writer's perspective as well as his in-character perspective.

From what I remember, Hughes is sort of like Armstrong. As in, there's the character they put forward to disarm others (Armstrong's overly enthusiastic extremes) and the center motivation that drives the characters real intentions. With Armstrong, Ishval was traumatic and something that he will never return to under anyone. For Hughes, remember he is in Intelligence. I watch him and I think Columbo. He is annoying and obnoxious, to the point you want to just "tune him out"...so you do. And then he can move and speak freely. That's what he did for Mustang. Mustang relies on him for a reason. . In that light, all his actions come across differently. Befriending Ed, where Mustang as his superior and witness to the human transmutation, is kept at a distance by Ed. Calling on random phone lines to annoy Mustang, publicly, so that no one thinks anything of it, and he can distract with family talk...then slip in what he needs to inform Mustang of. I think Mustang used him as a public, friendly face to filter connections thru, to determine whether they'd be a support or hindrance to Mustang's ambitions. Ambitions I believe he only entertained BECAUSE the Fuhrer failed in his role so spectacularly in Ishval. I digress. Just saying, Hughes needs to go thru a filter, same as Armstrong. His actions and conversations hit differently then. If he's always approaching everyone... He can ALWAYS APPROACH ANYONE. He's in intelligence (basically, professional detective/actor/liar) for a reason.😊
