Maurya was proposing to do an 'encounter' that means, the police will kill him and report that the criminal was trying to escape or becoming physically violent and they had to shoot him as a last resort, but in reality they will take him to a deserted place and just shoot him. Police in India do that a lot, sometimes for the right reasons, sometimes for the wrong.

Yeah, the word "encounter" takes a different meaning in police parlance in India. Officially it means we encountered the criminals and had to use force to stop them. Unofficially it means shoot to kill, whether in a shoot-out or in custody.

That makes a lot more sense. When I watched it back again, the meaning became clearer.

A few things you guys missed: 1. Munna had written that message in Maqbool's diary and signed his name. Subtitles didn't say it. 2. If Maqbool gave his loyalty for saving his mother's life, when the life is taken back, so should his loyalty. 3. Jaby completely missed that the Golu sex scene was re-enactment of the story she was reading in her introduction scene (S01E02 22:00). Her "literature" on sex is like that.
