A 60% reliability means 60 in 100 launches are successful. It also means 40 in 100 launches fail. So it's a 0.4 probability of fail per launch. What are odds of 2 missiles failing? It's 0.4 x 0.4 = 0.16. It means that if a salvo of 2 missiles is launched, there's a (1-0.16 = 0.84) 84% chance of at least one missile reaching the target. A salvo of 3 missiles would result in a 93,6% chance of success.
