Shore based training is a big part of preparing a crew for service.  While a submarine is under-construction for years, the crew is formally assembled.  This same crew will stay together for years.  Their training begins in the class room and shore based simulators.

Ha! While in new construction in Newport News, we trained the maneuvering watchstanders on hand-drawn cardboard control panels taped-up over the face of the real panels. We went so far as to make some of the dial needles movable with push-pins! SOOOFISTCATED. "Slow in the fast direction."

We used to do that as kids... Remember Voyage to bottom of the Sea. We had the falling over down well.
