Yeah, this one definitely has more setup than the first one. I can forgive the setup, though, partly because of the payoff in the second half of the movie, and partly because I like the setup more than you do. We get a lot of world-building in this movie. We see that this seedy underworld isn't relegated to just NYC, instead, this is world-wide underworld. We see the upgrades to equipment and weaponry in the 5 years that John was out of the game. He now has access to bullet-proof suits, updated schematics to old buildings, and upgraded weaponry with less flaws. I also like how they have an analogy between a high-end weapons dealer and a sommelier. If you can't give me action, give me world-building. Luckily this movie has both! We also see John's experience give him an edge. He expected to be betrayed by Santino (the jerk). When he was talking about avenging his sister's death, that's when I knew I wanted him dead! The first time I saw this, I was kind-of ambivalent towards him until he gave us that bullshirt about avenging his sister! So, John kills 77 people in the first movie and 116, or 128 (depending on the source; the 116 is from imdb and the 128 is from screen rant), kills in this movie. I'm only gonna list the kills by John Wick from the first 2 movies only. So, John dealt the final blow to both Common's (Cassian) and Ruby Rose's characters in the same way. However, he left the knife in Cassian, which would give him the best chance to survive (that common movie/TV trope of taking the sharp object out of the body to save someone is BS), while he didn't do that for Ruby Rose's character (who could've been taken out of the movie with no detriment to the movie at all). This means that Ruby's character probably died while Cassian possibly lived. The 3rd one is probably my favorite of the series as John Wick 4 is just too long (but still bat-shirt crazy). I'll see for the next one!
