Also with the stories, the episodes have a Production Order and an airing order. This was (sadly) a time when stories like this weren't taken seriously. The trend of a cartoon with an overarching plot was rare and out of favor, but ben 10 helped bring it back into popularity. But, it still suffered these mixups.

The reason the episodes are scrambled is this: The order you are now watching it in (the google doc) is the production and chronological order aka the correct order to watch it. The order HBO (and probably most streaming services) is using is the airing order. Meaning, they put the episodes in the order that they aired on tv, even though its not the chronological order. TV studios do this all the time and air things out of order. I have no idea *WHY* they do it, (probably for ratings or something tbh) but they just decide to air it wrong. Either watching order is fine tbf, the studios aren't stupid, even though they aired them out of order, they do it in a way that seems like it still works. Example: because Ben doesn't use the Viktor or Ghostfreak aliens in "The Visitor" they are able to air that as the finale because there are no plot holes. They likely aired this as the finale for the same reasons you discussed, they felt it was more "finale-ish" than "Be Afraid of the Dark".
