The scene at 12:30 is actually very important. At first it may look like a typical fan-service scene, but it's actually the opposite. The part that gives the scene meaning the most is at 13:23. In the anime it's not shown completely, but what's written on Anju's back is "whore's daughter". To understand the exact meaning of how it came about there are 2 things you have to consider: 1) remember that Anju is half-Alba, and some 86 wouldn't take kindly to fighting together with someone like that, especially when her silver hair are a dead giveaway as to her origins; 2) the scene at 20:12, "There are also people like Kaie, who were abused by other Eighty-Six because of the colour of their skin. Anju, Haruto, Shin [...] they're the same. There are scum like that among the Eighty-Six, too". That is enough to fill in the blanks and understand how Anju got that scar, unfortunately. Unsure if you missed it or not since you were wondering what they didn't want to tell Lena, but right after that scene, in the part at 15:30. All the still shots of the Eighty-Six during the fireworks "festival" are meant to show you who just got killed in the Legion's ambush. (Unnecessary clarification, but just in case: the source material is a Light Novel, not a manga.)

Seeing as how the Legion is harvesting heads of the slain it really hammers on the 86 being referred to as Processors.
