It didn't take much for Angela to convince Brad that she 'forgave' him. She hadn't. Not after what he had done. Instead, she gained his confidence. She used her mind control powers to convince Brad that he had always been a woman. 

Andrea closed her eyes as dove into Brad's mind and removed all thoughts that he had ever been a man and replaced those foolish ideas with the truth: Brad had always been a woman.

When Brad had awoken, Andrea had gone. Brad didn't care. What he was concerned with was that he was exposed on the beach without a top.  He hid his breasts the best he could with his hands and ran to his car. He would never believe he was a man again.
