So the first step is that I add the Lineart and the Painted Background, I place it around to where I think it looks correct. After that, I utilize Masks in order to make the image transparent except for the Lineart. 

I give it a solid color so that the image is easier to color, I use Clipping Masks and color on top of the solid color. 

These are my flats, the Flat Color that I do before shading and texture. I tend to retool this a lot with Hue/Saturation or Gradient Maps to get exactly the right colors that I want. 

A couple things I did here: So I have clipping masks over the Flats on Multiply and Overlay. I also added texture using some pencil-mimicking brushes. I changed the black Lineart into a dark purple to kind of pop out from the background. 

And then I'm done!
