Cats and their water... I had a cat who liked to drink with his paw, even when the water was perfectly accessible. He was very fluffy, so he would delicately dab his paw on the water and then lick the water off the fluff on the bottom of his paw. Sometimes he would eventually get impatient and switch to drinking directly from the bowl but other times he would keep that up for quite awhile. Now I have a cat who likes to nudge his water bowls, sloshing the water so that he can lick it up from the floor or my desk. He will also drink from my cup or just pull it over -- my poor keyboard has been flooded multiple times! I will be typing away and from the corner of my eye I'll catch his paw tentatively reaching toward my cup... His sister does not engage in these watery shenanigans and is generally Not Amused to find the water bowl sitting in a pond. Both of them did come to us used to drinking from a dripping tap so we had to use one of those kitty water fountains at first. We've managed to move on from that, thankfully, and now it's just constantly making sure they have the freshest of fresh water.

I wonder if that's a fluffy cat thing. I had a Himalayan when I was younger, and she would drink like that too. Took her awhile. Sounds like your current cat is committed to protesting the lack of easily accessible fresh water from the tap. Tap water is highly preferred to drinking out of the toilet dog-style, which another previous cat of mine was fond of doing. More than once, I had to wait to use the toilet until he was done. Guess I should have at least taken it as a complement for how clean we kept things.
