Personally, I think most people are just going to call something like this noir even if it's not as cynical of a take on the world as noir requires. Dark knight was a modern noir film but no one would call it that. Still have a hard time understanding why there's no corruption theme.

I didn't want to go into the whole "evolution of Neo-Noir" thing as part of this video, but I did touch on film gris. This was just a weird combination of an artistic aesthetic completely divorced from its subject matter. If I had to guess, the developers wanted to make a corruption themed "dark" game, but consent concerns made them have to modify the plot so significantly that it basically became a Disney movie with sex.
