My first thought was Nanodrons, tiny modrons created to turn humanoids into perfectly orderly citizens. The PCs could arrive in a town with a rep for being a hive of scum and villainy, only to find it a crime free utopia. On closer inspection, the smiles are a little too fixed, and it's creepy how everyone says the same thing at the exact same time. And what is the 'great project' that everyone seems to be working on?

That is actually pretty great. And it fits in with the whole thing of making people act robotic -- that's what Primus, the One and the Prime, wants anyway, right?
