Having lived in South West France, I was aware of the legend. There are some great images of it: - https://i.pinimg.com/474x/e7/ec/40/e7ec407ef8d96615a17c509c63c193b8--provence-france-saints.jpg - But on the French wikipedia page, it looks much more like a dragon: https://fr.wikipedia.org/wiki/Tarasque

Regarding your ongoing complaint with ice monsters with cold attacks, I am reminded an old Dragon magazine article, Ed Greenwood’s “Ecology of the Yeti.” He said that the yeti absorbed all of the heat around it. So the yeti’s frost attack was actually its absorb the PCs’ body heat which they felt as cold.

That's not bad, actually! I think some of these ecology articles have interesting stuff in them, although sometimes they over-explain things that don't need more detail. That's a fun image, though!
