What a superb finale! As we discovered in the previous episode, Wanda used magic to stop the bomb from exploding when she was just a child, so, she was always a witch. The incident with the mind stone when she volunteered at Hydra amplified her powers. Agatha quotes from the Darkhold: "The Scarlet Witch is not born; she is forged." Indeed, Wanda becomes the Scarlet Witch in this final episode and, as you aptly phrased it, learns to embrace her new identity at the end of the episode. Also, as you correctly inferred, Westview has always existed; Wanda just took over the town and its occupants. The MCU fandom is somewhat divided when it comes to whether Wanda should have been held accountable for her harmful actions against the citizens of Westview. After all, at the end of the day, she did inflict a lot of trauma and harm on the people by taking over their minds and separating them from their children (except during the Halloween episode). Of course, this was an accident at first, but she was made aware of it at some point (at least from the time that Vision found out and confronted her). At the end of the finale, she apologizes to Monica "for all the pain I caused" and Monica (and all of us viewers watching the show) do understand and forgive her, but doesn't she owe a proper apology to the people of Westview for using them to deal with her grief? Something to think about...
