No only because they have fleas, it is also an instinct. Our pupper does it from time to time, and I am pretty sure he does not have fleas.

I've seen both cats and dogs lick themselves and scratch with their hind paws, though certainly it's more common in the respective species.

i don't think they can flax as much as the real deal... so I can't see this being the real way they clean themselves, but aye, what do I know.
