As for "Where were the other agents?" Merlin was concerned on who was compromised and were in Valentine's pocket after Arthur sold them out, and Arthur was the head of the organization. So they performed the mission with only themselves. I love the first movie, but that is the only movie of the series I like. At least the second movie has great action to enjoy. The third movie was just blah to me, but it was neat that Ralph Fiennes was casted. That is really all I can say without spoiling anything.
