There are a number of articles on the Internet about how the majority of the cast of Star Trek TOS disliked William Shatner (and some downright hated him) because he was notorious for making sure the storylines of the episodes all focused on Kirk and demanded that subplots that featured character development for side characters like Sulu be chopped up, sadly. George Takei has a number of stories about this. So, yeah, originally, Sulu would have had a little more spotlight, but Bill was a hog. One time Bill Shatner was interviewing Nichelle Nichols (he did a series where he interviewed Star Trek actors. And when he was done and packing up, she said, "You know everyone hated you, right?" or something like that, and he was surprised and turned the cameras on again to discuss it. (Hey. it was negative, but he was still the "star" of the negativity!)

This is essentially the first appearance of a holodeck like recreational area, apparently with the safeties off (or at least turned down down). They are on a 5 year long mission away from "civilization" and didn't have a holodeck to play in like TNG so they needed to find places to have shore leave to from time to time.
