Octotants are heavily mutated Humans that became corrupted by their deep-sea masters to serve them on land. Their dual penises can merge into a single one that gives of transformative slime that turns victims into another Octotant if it manages to get inside the body. 

Octotants are telepathic creatures that constantly hear the call of their mistress. Newly infected soon also start to hear her voice luring them to the beaches and cliffs. 

The inquisition hunts down Octotants as soon as they find them, since their transformation is not reversible and the original human cant be saved anymore.

Skirran powder only works if it is taken right after the infection, as soon as the victim hears the voice of her Master, it cannot be saved and is "lost to the sea"
