I saw a fan theory recently that makes a lot of sense. Guinan left part of herself in the Nexus when the Enterprise-B saved her. Her echo is there when Picard goes in, and seems to be aware of the outside world. The theory went that this is the reason that Guinan has these insights, as seen here, and later in Redemption and other episodes. She sees time from both her position in the timeline and from the outside.
