I don’t think gear 2 is what makes the fire in red hawk. It probably uses the same properties as diable jambe and luffy may have even learned to do that by watching sanji.

I looked up online to see how the red hawk is done but there are different theorys. But this is my theory. I think when he goes into second gear since it's pumping his blood faster. I think it pumps the blood to the point where it actually catches on fire an armament just. Protects his arm. That's what I think anyway.

Fun Fact: Red Hawk is used the first time in the 3D2Y Special Episode, which basically plays inbetween the start of Luffy's training with Rayleigh and the Timeskip.
