Looks like Qian Jin and Li Tianxi's plan were taking Cheng Xiaoshi away from the police with the witness bait. Since Cheng Xiaoshi possesses the ability to go back in time and actually change things, it is possible that they want to use him changing things in the past. Also I feel like that the show might be tried to shape up Captain Xiao towards wanting to change the past as well because of his sense of regrets for failing to keep his associates alive under his leadership.
