I feel like it could have ended with episode 11 but that was still interesting.

I suppose that the studio wants to make the tone of S2 finale more in-tone with the S1 finale, where most part of the episode was wrapping up something else, and then ending the episode with some sweet moments between Iwanaga and Kuro.
