Yeah not only is Raph a creature of this other world, but Raphtalia has the Katana vassal weapon, and so is one of the heroes from the other world. That's a lifetime commitment, so she's literally stealing away one of the other world's hero treasures because it chose a wielder from her original world.

BTW Humans CAN'T cause Dimension Waves; at most they can do what Kyo did here, using ritual-type magic w/ proper catalyst to SPEED UP the countdown to Dimension Waves. Dimension Waves are a "natural" phenomenon (from the POV of celestial beings, as you can say, of course what counts as natural when you have shit like gods/supernatural entities of god-tier level doing shit, is questionable), hence why they are so ineffective, since there's rly not any specific plan behind them, they just yeet random shit at worlds, and they either win or lose, that's all; of course as has been said already, they get harder and harder, likely once the cannonfodder mobtrash monsters are depleted in where ever they come from via the Waves, they have to yeet out stronger and stronger monsters in cycles, until eventually they will run out as well, and then is prolly when the Boss Monster is yeeted to a world, since they are the only one left after everyone else has been rekT

It's not an oversight really, there's purpose to it. I can't really say any more than that without spoiling story/plot of later books, and anime episodes as they [hopefully] make more seasons.
