They have to LEGALLY darken scenes w/ flashy lights, due to that 1 infamous pokemon episode (IIRC that one was never aired in the US or EU due to said controversy originally on Japanese TV) that caused EPILEPTIC SEIZURES IN 100 KIDS back in the day, due to the flashy lights in said episode. So the politicos basically mandated a law where shit w/ flashy lights have to have the background darked out to prevent such seizures in the future (this was done due to public outcry about it, cuz "think of muh childrun REEEEE", so of course politicos forced this cuz it meant they'd lose votes on an issue that doesn't rly affect themselves at all, only private corpos etc)
