remember last season when you said this show doesnt invoke emotion? The whole Xeno ark is so soo good and we still have 4 eps left for this arc. S4 will be even more hype then this Season Fels already sacraficed his humanity for this spell long time ago ^^

It can be generally inferred that Fels' resurrection magic is part of what he gained when he made himself immortal. So basically in exchange for eternally becoming a living skeleton (and the trauma that resulted from the process of making the stone that granted his immortality) he got a vaguely defined resurrection spell that never worked in 800 years. Based on the spell chant it can also be understood that his immortality somehow denies him the same afterlife as everyone else. So basically he already paid the price to gain bs revival power.

No AFAIK he had it before he became Only Bones, as he was always REEEEing about having 1 of the like 2 or 3 Magic Slots taken by a RNG spell that doesn't do anything (presumably in hindsight it can ONLY revive Monsters, or it's RNG based somehow and Bell's Luck, which is a Developmental Ability, somehow affected it along w/ his passive that enables him to essentially defy Divine Will (negating Charm is partially because of this it's theorized, doesn't help that the Falna are quite shit when it comes to proper explanations on skills and such), resulting in this success after 800 years of failed usage on Fels' part), leaving him w/ Dia Panakeia as the only other spell AFAIK
