Indeed the music video is pure chaos lol, but it supposedly fits in a story that is told in a couple of his other songs And a fun fact: Joji used to be a YouTube content creator that went by the name TVFilthyFrank, responsible for creating the Harlem Shake dance and making many controversial and hilarious videos 🤔

I think for most people the popularity comes from just how good the music sounds and less from the videos, but it also helps that Joji had built up his musical career and especially his name long before it came out. Toward the end of his time making Filthy Frank content he began making music under then name of a character from that content, Pink Guy, which showed his existing audience that he knew how to make good music even if those songs were pretty goofy. Eventually he switched to Joji, switched the entire style of his music up into something he had much more interest in, and thanks to the fans he already had he got a bit of a head start which helped him gain popularity fast.

Joji was our best friend growing up that would do nasty stuff like fart on your neck or flash his balls and somehow everyone loved him for it. Then he became a musician and everyone surprised pikachu'd and loved him unconditionally. You really gotta see some Filthy Frank to appreciate the full picture of Joji, from comedian to rhythm and tears.
