Can't think of much use for this but the item "Sur'jan's dreadtick gasser" from the quest "The blood of my enemies" in Nazmir can be used anywhere. It summons a bomb thing that aggroes nearby mobs (to itself) then despawns after a few seconds. I can confirm it pulls bosses and trash throughout Battle of Dazar'alor. To acquire the quest which awards this item you must first find Princess Talanji, in the south of Nazmir (43,86), and complete her quest "Into the Darkness", then follow the chain till you come to the Urok series of quests which will eventually lead you to "The Blood Of My Enemies". 

The item has a striking visual effect where the "bomb" Aetherian describes produces a lot of gas in the area. It is more interesting visually than most vanity items Blizzard put in the game. However, it also pulls mobs - technically what happens is that an npc minion is created for a few seconds and anything in close is aggroed in the same way the player would-so it has no effect of neutral mobs for example. The "bomb" minion npc despawns after a few seconds and any threat is redirected towards the player as it would be if you dismissed a pet.

The obvious application is for gold farming in legacy raids for players with a limited number of ranged attacks i.e melee classes. 

At higher levels of play in pve players have used items like this to manipulate or distract hostile npc's, especially soloing difficult encounters.

You'd think the item has no application to pvp as it doesn't do damage, but enemy players are reluctant to go near the item when used as they seem to assume it has some kind of negative effect. Since the item can be used from stealth it is also useful for confusing or misdirecting players.
