As heartbreaking as it was for Zuko to choose his sister and the possibility of returning home after 3 years away (again he is a child, he was banished at 13 and now is only 16) even after he was starting to change, makes sense for his story. A part of him would have always wanted to go back to his father and the comforts of his life as the crown prince even if he had made a different decision at the end of book 2. This way allows him even more growth and closure, to see that what he thought he wanted he does not want anymore because he truly is a different/better person.
