The villain aspect is cause of the creators editor who was constantly unimpressed. Story goes that 19 and 20 were supposed to be the bad guys but he didn’t like the old man and the clown so he made 17 and 18 but he was like now it’s just kids? So he made cell. But he didn’t like how cell looked so he suggested transformation lol
