If I remember correctly, their reason for holding back in fights and allowing Gohan and Trunks to repeatedly escape is simply because they're sadists. They enjoy having "playthings" that they can just torment on a regular basis because they believe they'll always be stronger than them anyways and can just kill them whenever they're finally bored of them.
