Yup, you've got the idea behind Francis Wolcott's machinations correct! George Hearst was a real life historical figure, dramatized a bit here like the other real people in the show. His son was another famous American businessman, William Randolph Hearst. Fun fact: Mr. W is played by the same actor who played Jack McCall, Wild Bill's killer, Garrett Dillahunt. The showrunner David Milch and the other producers liked him so much they brought him back, but disguised it by having him play a very different character, from voice to posture to costuming plus the lack of the drooping eye.

Another fun fact is that the actor Mr. Dillahunt pays tribute to his portrayal of Jack McCall in a scene on the show Raising Hope. His character on that show wakes up in the hospital and says... "Well that's one in a row for you Wild Bill." With his one eye droopy... It was great.
